Caroline Hamilton MBE CEng MIMechE

Chief Executive, Safety Assessment Federation Limited

Caroline’s engineering inspirations are deep rooted from a childhood spent with her father on sites all over the UK including the Channel Tunnel and watching his progression from a welder / fabricator to a Mechanical Commissioning Manager in the years before his retirement.

Caroline, a Chartered Mechanical Engineer, joined the Safety Assessment Federation (SAFed) in March 2020 with a career background in manufacturing and nuclear decommissioning consultancy providing a wealth of consultative, problem solving and people skills, and technical insight into a wide range of regulatory requirements. SAFed is the trade association which represents the UK independent engineering inspection and certification industry, whose members play a key role in maintaining high standards of safety within the workplace.

Caroline’s aspirations at SAFed are to raise the profile of the Engineering Surveyor as a respected and aspirational role and increase the number of routes to becoming competent. It is also her mission to improve awareness of the importance of membership to the end that SAFed is known within general engineering like ATOL/ABTA are in the travel sector.

At home, Caroline is from Aspatria, Cumbria, a small town approximately half way between the northern Lakeland fells and the Solway Firth estuary, and is an active member of the IMechE West Cumbria. In 2024 Caroline was named in the Kings’ Birthday Honours and received her MBE from HRH Princess Annes in October at an investiture at Windsor Castle for services to Business and Engineering.

Emma became the Chief Executive of the Society for the Environment, the Chartered Organisation responsible for registering environmental professionals, in 2015.

Emma is a Chartered Environmentalist and Fellow of IOM3 as well as a Chartered Fellow of the Chartered Management Institute and a graduate of the Goldman Sachs 10k Small Business Programme. 

As well as the Chair of the IOM3 Sustainability Development Group (SDG), Emma is a member of the UK Government’s Green Apprenticeships Advisory Panel (GAAP) and a Board Member of the Future Water Association.

Membership, Registration, and Professional Standards Lead, Society of Operations Engineers

With over 20 years of experience in professional development within the engineering sector, Robin currently serves as the Membership, Registration, and Professional Standards Lead at the Society of Operations Engineers (SOE). His role involves overseeing the CPD approval scheme and managing SOE’s academic panel and course accreditations. Robin plays a critical role in maintaining SOE's relationship with the Engineering Council and Society for the Environment, ensuring alignment with national engineering standards.

Prior to his current role, Robin enhanced his credentials at the Institute of Physics, the Chartered Institution of Building Services Engineers, and the Royal Town Planning Institute, where he was instrumental in supporting career progression and spearheaded initiatives to boost member engagement and professional development across various engineering and scientific disciplines. His extensive background in managing professional standards provides him with unique insights into the challenges and opportunities within the engineering community.

As a judge for the SOE Safety and Resilience in Engineering Awards, Robin brings his expertise in qualifications and standards management to evaluate the contributions of engineers striving to enhance safety and efficiency in the industry. His commitment to advancing professional development and upholding rigorous standards is reflected in his contributions to enhancing the role of engineering professionals in society.

Specialist Transport Consultant and Chairman of the Institute of Road Transport Engineers Professional Sector Council.

A highly experienced and knowledgeable fleet and transport professional.  A Passionate transformational leader working within the construction material supply sector for over four decades. He played a substantial part in changing the way vehicles in this sector were engineered to improve road safety and operational performance.

He began a HGV Technician apprenticeship in the late 1970’s after which he chose to move into management. He mapped his career from midway through his apprenticeship to achieve his goal of a senior position. Throughout his development he sought to work steadily through several roles gaining valuable experience and continuing his learning and development.

After his apprenticeship and a couple of years working as HGV Technician, he changed jobs and become a Fleet Engineering Technician – his first role off the shop floor. Then a Transport Distribution coordinator, Transport Manager, specific product line National Transport Manager and ultimately National Transport Manager all products.

Nick has spent a working lifetime interacting with teams at all levels of businesses. Passionate and tireless with industry associations Mineral Product Association “MPA” Institute of Road Transport Engineers “IRTE” delivering effective engineering and operational change for the whole industry. People development in all areas was key to Nick’s philosophy, driving best practice in safety and helping people to get the best for themselves and the organisation.

Choosing to step down and retire in 2020 he continued his passion for road transport engineering. He is a volunteer for the SOE and continues to play a key role in the IRTE as Sector Council Chair. Due to his position in the industry a few organisations have asked Nick to support change within their businesses and with Nick’s help they continue to improve.

Ir Prof Louis LOCK joined the Hongkong Electric Co Ltd in 1978 as a Graduate Trainee and he was promoted to Senior Electrical Engineer in 1990. He was the Manager of Lamma Power Station for site management from civil construction work to subsequent mechanical and electrical installation/ commissioning during the period of 2002 to 2014.  It was proud to recall that LAMMA Power Station site was a green site with zero accidents when he was the Manager (Lamma).
 
Prof LOCK has been actively participating in the activities of the professional bodies in Hong Kong, the UK & Mainland. Currently, he is the Chairman of Control, Automation & Instrumentation (CA) Division (96/97, 00/01, 01/02, 10/11, 12/13, 15/16, 23/24 & 24/25) and the Immediate Past Deputy Chairman of Control, Automation and Instrumentation Discipline Advisory Panel (CAI DAP). He was the Chairman of CAI DAP (18/19, 19/20, 20/21 & 21/22), Vice President (98/99), Council Member (96/97, 97/98, 00/01, 02/03, 05/06, 06/07, 13/14, 14/15, 17/18 & 18/19), Chairmen of Environmental Division (11/12) and Safety Specialist Committee (08/09 & 09/10) of The Hong Kong Institution of Engineers.
 
Prof LOCK has been serving the Appeal Board Panel Member under the Builders’ Lifts and Tower Working Platforms (Safety) Ordinance (Cap 470) (2021-24), the Appeal Board Panel Member under the Lifts and Escalators Ordinance (Cap 618) (2022-25), the Abestos Administration Committee Member of the Environmental Protection Department (2024-26) and the Advisory Committee Member on Water Supplies (the Committee), Development Bureau (2024-26).  He was a Construction Industry Safety & Health Committee Member of Occupational Safety and Health Council (OSHC) (2019-23) He is the Honorary Fellow of Guangdong Institution of Engineers (since 2020).  Furthermore, he is the Senior Engineer at Professor Level (since 2023).
 Prof LOCK is the Visiting Professors of University of Science & Technology, Beijing and Hong Kong Metropolitan University. He was an Honorary Professor of The Open University of Hong Kong, Adjunct Professor of City University of Hong Kong and Visiting Professor of Hong Kong Polytechnic University.

Having over 40 years’ experience in the transport industry, Ian started his career as a vehicle mechanic in the Armed Forces, following 14 years of service, he worked for the FTA and was Service Manager at a franchised commercial vehicle workshop. Since joining DAF in 2005, Ian has held senior positions in both Aftersales and Sales, most recently as UK Aftersales Director and has just moved to a new role, Customer Service Director – UK & Ireland.
